| Actually the US treasury is responsible for the dollar so it is the goverment that controls it. Also while the Federal Reserve isn’t a government agency it was formed by an act of congress so it kind of is controlled by the government.
Edit: whoops I am wrong while the treasury does print the money it is the FR that controls the money supply.
