I would try and get cattle associations, dairy to go after state law. They did a big over reach over federal law. So is the state paying for the tags?
If you're bored again, read about TB/Deer baiting in Michigan. State paid for testing (you had to corral and help) and then you have the opportunity to buy the tags (which still applies today). Needless to say, peed me off enough that I started say stuff like "we know where all the cows came from in Michigan, but not the illegals". There was a time in some counties you couldn't ship a critter out of the county without a new TB test. IIRC it all started around the Alpena area, where there was a fair number of private deer hunting preserves that were heavily baiting deer.
