Personally, myself if calf was up and licked off, I would have walked away and let nature take its course for a day. Calf had instinct to suck, mother wasn't trying to kill it. Calf I'm pretty sure would have found the teat. If calf was dry and warm it wasn't in the danger zone. Calf with cold mouth and not up and walking would need intervention. If calf fits criteria for a replacement I would keep it.

Number one rule here is if you suspect a calf in danger, you stick your finger in mouth and check body temp. Good and warm and got their feet under them walk away and let mother do her job.
