As others said that buck converter is just used to lower voltage. I use the same one in your picture to lower the control voltage from 12v to 9v so I can use an older micro trac servo with an integrated rate controller on an AgopenGPS guidance system.

To help with voltage drops during cranking you could also use these small agm batteries used for electric trailer brake breaks aways to help stabilize the power supply to your modules. They are compact and easy to find a spot to mount them.
