Near Intersection of I-35 & I-90 Southern Mn. | Buck converters can and are often used to reduce voltage such as the above post indicates.
There are also Buck Boost Converters that actually increase the voltage. Inductors get involved. There are various models. They are not very efficient and have some fairly large heat sinks. Depending on the application this inefficiency might or might not be a problem.
Here's an example of a Buck Boost Converter that can decrease or increase a DC voltage. Note the current limitation. This might work for the original posted situation although the battery solution I used worked fine.
