That has nothing to do with my question. It never was refundable.
It was absolutely refundable until 1995. Seems quite relevant to your question.
But I suppose the bigger question is why don’t they make it a true voluntary checkoff for every sale? If they’re stressing the voluntary nature, why does somebody have to request a refund at all?
